A State is a 16th Century political term meaning the formal recognition of a Country or a Territory as a legitimate independent sovereign entity by virtue of an act of recognition by statute from the Body Politic of another Country.

The word State is derived directly from the Latin word statuo and therefore directly connected to the word statute. Hence a State literally means “a body formed through statute”.

In Western Roman Law, a State remains the highest formal recognition of sovereignty.

A Nation cannot formally be recognized as a State. A State that is subsequently recognized as a Nation by definition surrenders its sovereign status as a State in the process.
