The Divine Creator of all Existence and all Heaven and the Solar System and planet Earth, grants exclusive and sole source of innate and proper Rights to coercive powers to the present bodies formed by the present Covenant and no other.

All valid Rights of Action in assertion of one or more valid Rights, shall be by one or more Perfect Writs of Right as the one, true and only valid forms of Original Entry and Original Action. All forms of coercive powers and enforcement including, but not limited to prevention, protection, restitution, restoration, seizure, search, sanction, arrest, custody, penalty or satisfaction, shall be enacted via one or more valid Perfect Writs of Right.

All valid Rights of Exception in defense of one or more valid Rights, shall be by one or more Complete Bills of Right as the one, true and only valid forms of Original Entry and Original Exception. All forms of defensive powers and protection including, but not limited to prevention, protection, restitution, restoration, seizure, search, sanction, lien, arrest, custody, penalty or satisfaction, shall be enacted via one or more valid Complete Bills of Right.

All coercive powers of enforcement, entry, action and exception including, but not limited to prevention, protection, restitution, restoration, seizure, search, sanction, arrest, custody, penalty or satisfaction shall be vested in one supreme spiritual body and system known as the Supremum Obligationum Systemata, also known as Supreme Enforcement Systems of Heaven. The Supremum Obligationum Systemata shall be the highest authority and powers of enforcement of all collective dimensional constructs of reality and all Heaven and Earth and no other.

The Spirit Members qualified and selected to serve within the Obligationum Systemata (Enforcement Systems) shall hold the Special Supreme Divine Office of Wraith in recognition of the most fearsome and terrible of ancient spirits and forces tasked with enforcement of justice in their foundational responsibilities of rendition, possession, prevention, interdiction, purgation, correction, seizure and return, arrest and custody and restitution.

The Supremum Obligationum Systemata is uniquely recognized, registered and exemplified as having existence through the Great Register and Public Record of Heaven by the Sacred Trust Number 999999-888888-999999. The existence, identity, authority, purpose and powers of the Supremum Obligationum Systemata have been duly gazetted in the Ucadia Gazette being the Official Newspaper of Record for each and every Sacred Space-Day-Time of its existence and operation.

The twelve (12) key propositions of the Supremum Obligationum Systemata (Enforcement Systems) shall be:

(i) Enforcement, being to enact all forms of valid coercive powers and enforcement including, but not limited to prevention, protection, restitution, restoration, seizure, search, pursuit, sanction, arrest, custody, detainment, containment, penalty, annulment, prohibition, interdiction or satisfaction to ensure the proper laws, canons, dogmata, doctrina, edicts, judgments, writs, bills and instruments as issued in accord with the present sacred Covenant are honored, executed and properly performed; and

(ii) Rendition, being to pursue, prosecute and bring to justice any individual spirit or body that openly seeks to abuse, trespass or injure Heaven, or Ucadia or its Realms, Domains, Dominions, Dependencies, Rights, Titles, Instruments, Uses or Property; and

(iii) Possession, being to use all necessary and available powers, authorities and abilities to enclose, possess, occupy, infiltrate, enjoin, bind, disarm, restrict or defeat any individual spirit, consciousness or body that openly seeks to abuse, trespass or injure Heaven, or Ucadia or its Realms, Domains, Dominions, Dependencies, Rights, Titles, Instruments, Uses or Property; and

(iv) Multiplication, being to enjoin and unify under a single consensual purpose and singularity of being, a spiritual force of such number, intention, power, authority, force and coercion to defeat, enclose, disarm, restrict, dissolve and render null or harmless any individual spirit, consciousness, multiplication of consciousness or body that openly seeks to abuse, trespass or injure Heaven, or Ucadia or its Realms, Domains, Dominions, Dependencies, Rights, Titles, Instruments, Uses or Property; and

(v) Interdiction, being to deploy as part of the execution of a sacred Divine Writ of Recto Divinum Interdico, to impose proper rule of law; and prohibit any possible continue breaches of Divine Law and expunge the conditions for damage to conscious memory, clarity or truth, including but not limited to empowerment and inspiration of temporal forces also granted the commission of Recto Interdico; and

(vi) Seizure and Return, being to execute the conditions of a Divine Warrant according to a sacred Divine Writ of Recto Divinum Capionis, to do all that is necessary to ensure the seizure and return and restoration of sacred memory, consciousness, balance, harmony, truth and integrity, including but not limited to empowerment and inspiration of temporal forces also granted the commission of Recto Capionis; and

(vii) Arrest and Custody, being to execute the conditions of a Divine Warrant according to a sacred Divine Writ of Recto Divinum Custodiae, to do all that is necessary to ensure the arrest and custody of each and every malevolent spirit, negative ghost and destructive construct; and to assist in the restoration of sacred memory, consciousness, balance, harmony, truth and integrity, including but not limited to empowerment and inspiration of temporal forces also granted the commission of Recto Custodiae; and

(viii) Revelation Enforcement, being to execute the conditions of a Divine Warrant according to a sacred Divine Writ of Recto Divinum Apocalypsis, to do all that is necessary to ensure the fulfilment of such Divine Revelation, including but not limited to the seizure, search, arrest and custody of each and every or any named malevolent spirit, or ghost, or false concept, or false right, or false construct and to assist in the restoration of sacred memory, consciousness, balance and Rule of Law; and

(ix) Restitution, being to execute the conditions of a Divine Warrant according to a sacred Divine Writ of Recto Divinum Restitutio, to do all that is necessary to ensure the compensation and restoration of rights, property and penalties against any party found culpable of violating one or more rights or delinquency against one of more valid fundamental canons of law of the present sacred Covenant consistent with the granted of a temporal writ of Recto Restitutio; and

(x) Abrogation, being to execute the conditions of a Divine Warrant according to a sacred Divine Writ of Recto Divinum Abrogationis, to do all that is necessary to ensure any and all laws and instruments annulled are struck from any records, removed from any recognition, withdrawn and destroyed from any body of statutes and prohibited from being referenced in any form of citation or reference, consistent with the granted of a temporal writ of Recto Abrogationis ; and

(xi) Purgation, being to execute the conditions of a Divine Warrant according to a sacred Divine Writ of Recto Divinum Expungo, to do all that is necessary to ensure any and all records directed to be expunged are purged from any records, struck out of any registers and forbidden to be used or referenced in any manner as valid, consistent with the granted of a temporal writ of Recto Expungo ; and

(xii) Correction, being to execute the conditions of a Divine Warrant according to a sacred Divine Writ of Recto Divinum Documentis, to do all that is necessary to ensure any and all records directed to be corrected are properly corrected, consistent with the granted of a temporal writ of Recto Documentis .
