1   Lex - Rules

1An inescapable feature of the universe of Ideas is the immutable fact that all Ideas depend upon Rules for their existence and vice versa.
2If no rules of language existed then we could not communicate to one another, nor express ideas.
3If no rules of philosophy existed, then we could not conceive nor describe even the simplest ideas of existence, let alone existence itself.
4If no rules of law existed, then no society could exist, nor even the simplest elements of civilization itself.
5Therefore, by the term Rule we mean a norm, or maxim, or measure or standard and the term Law.
6For the term Rule and Law are rightly seen as interchangeable.
7When we speak or write of the rules and laws of Language, the highest rules are those that define the meaning of meaning and function of language.
8When we speak or write of the rules and laws of Existence, the highest rules are those that define the meaning of existence itself.
9When we speak or write of the rules and laws of society, the highest rule is the Golden Rule: All law is equal that no one is above it.
10Despite such sense, reason and mind there may be some who come to read or hear these words about Rules and Ideas and disagree.
11Those with a particular kind of imagination may argue that Rules are unnecessary to the existence of Ideas, particularly the idea of society.
12While it is true that the type, order and complexity of Rules associated with an Idea may be less complex or more complex, no Idea may exist without also the existence of essential Rules.
13Similarly, while it is true then that Rules can exist in theory without physical objects, Rules can never exist independent of an Idea and vice versa.
14Thus, even the simplest Idea must be defined by some Rule of limit or boundary to distinguish it from another. For even Existence is limited against Non-Existence.
15The Science of Nature reveals to us countless patterns of behavior and utility of Rules for existence: from the concept of shape, and space and movement, and relation between unique and co-dependent objects.
16Planets are Planets, Stars are Stars and Galaxies are Galaxies precisely because of Rules interacting with Matter of the Universe.
17There may be others who come to read or hear these words who argue that Rules are mere constructs and that they may be changed to suit the circumstance and perspective of the observer.
18This is true in one sense of perspective of Rules that like Ideas, Rules have a utility, purpose and function that may adapt and change over time and circumstance.
19Yet it is a fundamental error of mind to mistake the tools of logic and reason as well as the weapons of argument for Rules entirely. Even Logic depends upon rules to function.
20Therefore, when a Rule is determined in respect of a Model such as Science or Philosophy, then it stands true to the extent and usefulness of the Model with which it is related and dependent.
21A Rule or Law then may be derived from divine instruction, scientific discovery, agreement, customs or practices over time.
22By tradition, a Rule or Law given by divine instruction has always been considered the highest law since the beginning of civilization.
23Divine Law is the law that defines the Divine and clearly demonstrates the spirit, mind, purpose and instruction of the Divine including the operation of the will of the Divine through existence.
24A Divine Law cannot be invented or created, only instructed by Divine Revelation.
25All valid Divine Law is in accord with Canonum De Juris Divina of Astrum Iuris Divini Canonum in accord with the most sacred Covenant Pactum De Singularis Caelum.
26A Rule or Law derived from scientific discovery or inspiration has always been considered the second highest form of law.
27Natural Law is the law that defines the operation of the will of the Divine through its existence in the form of matter and physical rules.
28As Natural Laws define the operation and existence of the physical universe, all valid laws of men and women may be said to be derived from Natural Law.
29A Natural Law cannot be invented or created, only discovered.
30All valid Natural Law is in accord with Canonum De Juris Naturae of Astrum Iuris Divini Canonum in accord with the most sacred Covenant Pactum De Singularis Caelum.
31A Rule or Law derived from the skills of cognition, of perception, of comprehension and the tools of reason, has traditionally been seen as the third highest form of law.
32Cognitive Law, is the set of laws that define the special attributes possessed by certain higher order life such as mind, ideas, knowledge, recognition and self-awareness created through the simultaneous application of both Divine Law and Natural Law.
33When applied throughout history, Cognitive Law has frequently been mislabeled Moral Law and even an aspect of Divine Law and Natural Law.
34However, Morality is a subjective frame of reference applied to a common Reality that distinguishes between those Actions and Rituals considered good, positive and right and those considered bad, negative and wrong.
35Given that no society can survive without some general respect for others and harmony, many civilizations throughout history have placed great emphasis on systems of morality to define what is accepted versus what is prohibited.
36Thus a better and more accurate description of the deductions of mind and the science of the laws of mind is Cognitive Law, than Moral Law.
37As Cognitive Law is derived from the simultaneous application of Divine Law and Natural Law, all valid Cognitive Law may be defined as part “divine” and part “natural”, hence “supernatural”.
38Cognitive Law as the Laws of Mind are the only set of laws simultaneously applying both Divine Law and Natural Law. All other lesser laws derived from Cognitive Law are subject to Positive Law.
39As Cognitive Law as the Laws of Mind are by definition “supernatural”, certain Cognitive Law may temporarily suspend or change a Natural Law under certain conditions.
40However, it is not possible for a Cognitive Law to abrogate, suspend or change a Divine Law.
41A Rule or Law derived from wise consideration, consent and agreement of the people has always been considered the fourth highest form of law as Positive Law under the Golden Rule.
42A Positive Law cannot abrogate, suspend, or change a Divine Law or Natural Law. Nor may a Positive Law be valid if it seeks to abrogate, defy or repudiate the Golden Rule.
43Therefore, as all law must be equal that no one is above it; then all law must be measured that all may learn and know it and all law is standard that it may always be applied the same.
44A rule that is secret cannot be a law.
45A rule that is unclear in meaning cannot be a law.
46A rule that cannot be applied cannot be a law.
47A rule without remedy or relief cannot be a law.
48A rule may be written by sign or symbol, but only when spoken at a place of law is it law.
49A law may be spoken, but only when it is comprehended and agreed is it justice.
50All people of the same community, are subject to the same rule of law.
51All men and women of a community, are bound to live by the rule of law of the community.
52No one may be accused except by rule of law, nor a penalty imposed except by rule of law.
53Where there is no justice, there is no law.
54Where there is no virtue, there is no law.
55A man or woman who is not taught how to comprehend a law, cannot be bound by it.
56Any law that is against such truth, cannot be a rule or law.
