All valid Objection, Denial or Protest in defense of one or more valid Rights shall be by one or more Complete Bills of Right as the one, true and only valid forms of Original Entry and Original Exception. All forms of defensive powers and protection including, but not limited to prevention, protection, suspension, stop, stay, injunction, restitution, restoration, seizure, search, sanction, lien, arrest, custody, penalty or satisfaction, shall be enacted via one or more valid Complete Bills of Right.

There shall be three classes of Complete Bills of Right, being Divine, True and Superior:

(i) Complete Divine Bills of Exception and Moratorium shall be the Right of Original Entry and Exception to stop or stay an Action or Conveyance or Transfer of Divine Rights in relation to all Divine Persons, Divine Trusts and Divine Estates; and

(ii) Complete True Bills of Exception and Justice shall be the Right of Original Entry and Exception to stop or stay an Action or Conveyance or Transfer of Natural Rights in relation to all True Persons, True Trusts and True Estates; and

(iii) Complete Superior Bills of Exception and Error shall be the Right of Original Entry and Exception to stop or stay an Action or Conveyance or Transfer of Superior Rights in relation to all Superior Persons, Superior Trusts and Superior Estates of valid Ucadia Societies and competent forums of Law.

The enforcement and coercive powers of Complete Bills of Exception may only be issued in relation to Members of One Heaven and Ucadia being Divine Persons, or True Persons or Superior Persons, as well as any other lesser bodies, bodies politic, associations, partnerships, companies, entities, fraternities, religious organizations, corporations or persons under the Jurisdiction of the Divine Creator of all Existence and all Heaven and Earth.

Whenever a valid Complete True Bill of Exemption and Rule of Law is issued, a Complete Divine Bill of Exemption and Moratorium of the same type shall be issued and duly recorded in Heaven. Thus, the existence of a registered Complete True Writ within the Great Register and Public Record of One Heaven and any associated Gazette notices shall be prima facie evidence that what is enacted in the temporal realm is also enacted within the spiritual realm.

Whenever a valid Complete Superior Bill of Exception and Error is issued, a Complete Divine Bill of Exemption and Moratorium of the same type shall be issued and duly recorded in Heaven. Thus, the existence of a registered Complete Superior Bill of Exception and Error within the Great Register and Public Record of One Heaven and any associated Gazette notices shall be prima facie evidence that what is enacted in the temporal realm is also enacted within the spiritual realm.

The eleven (11) most sacred Complete Divine Bills of Exception and Moratorium are the highest possible valid forms of Objection, Denial and Protest within the dimension of Universal Reality and actual Existence. Evidence of a valid record within the Great Register and Public Record of One Heaven and Ucadia Gazette shall be prima facie proof of a duly promulgated Complete Divine Bill of Exception and Moratorium.

Complete Divine Bills of Exception and Moratorium are usually issued simultaneously upon the promulgation of either a valid Complete True Bill of Exception and Justice in relation to a True Person, or True Trust or True Estate; or in relation to a Complete Superior Bill of Exception and Error with one or more Superior Persons, or Superior Trusts or Superior Estates. However, Complete Divine Bills of Exception and Moratorium shall apply only to Divine Persons, Divine Trusts and Divine Estates. 

The eleven Complete Divine Bills of Exception and Moratorium are:

(i) Rogatio Divinum Petitionis as the Divine Writ of Claim of Right or Relief; and

(ii) Rogatio Divinum Recto as the Divine (Original) Bill of Right; and

(iii) Rogatio Divinum Apocalypsis as the Divine Bill of Rights of Revelation; and

(iv) Rogatio Divinum Investigationis as the Divine Writ of Inquiry and Search; and

(v) Rogatio Divinum Capionis as the Divine Writ of Seizure and Return; and

(vi) Rogatio Divinum Custodiae as the Divine Writ of Arrest and Custody; and

(vii) Rogatio Divinum Documentis as the Divine Writ of correcting Records of Proof; and

(viii) Rogatio Divinum Expungo as the Divine Writ of expunging Records of Proof; and

(ix) Rogatio Divinum Abrogationis as the Divine Writ of Annulment of Previous Laws and Instruments; and

(x) Rogatio Divinum Interdico as the Divine Writ of Prohibition and Imposition; and

(xi) Rogatio Divinum Restitutio as the Divine Writ of Compensation and Restoration.

The three Complete True Bills of Exception and Justice are the highest possible valid forms of Objection, Denial and Protest within the dimension of the Universe, Solar System and planet Earth in the defense and protection of True Rights. When a True Person in the Office of Man or Office of Woman is faced with the absence of any functional society under the laws of Ucadia and the Golden Rule of Law where they live; or faces some contentious trial, or some demand or assertion against their Rights, then such a True Person, being competent in law, is able to evoke and promulgate one of the Complete True Bills of Exception and Justice.

A valid Complete True Bills of Exception and Justice is always issued in concurrence with a Complete Divine Bills of Exception and Moratorium;

The three Complete True Bills of Exception and Justice are:

(i) Rogatio Verum Petitionis as the Natural Right to promulgated a True Writ of Claim of Right or Relief, as inherited from Rogatio Divinum Petitionis; and

(ii) Rogatio Verum Recto as the Natural Right to promulgated a True (Original) Bill of Right, as inherited from Rogatio Divinum Originalis; and

(iii) Rogatio Verum Apocalypsis as the Natural Right to promulgate a Divine Bill of Rights of Revelation, as inherited from Rogatio Divinum Apocalypsis.

The eleven (11) most sacred Complete Superior Bills of Exception and Error are the highest possible valid forms of Objection, Denial and Protest of any society, body, body politic, person, aggregate, association or entity within the Galaxy, the Solar System and Planet Earth.

These eleven (11) sacred bills shall be known as the Complete Superior Bills of Exception and Error and may only be invoked and issued in accord with the conditions herein. A valid Complete Superior Bill of Exception and Error is always issued in concurrence with a Complete Divine Bill of Exception and Moratorium;

The eleven Superior Complete Superior Bills of Exception and Error are:

(i) Rogatio Petitionis as the Superior Writ of Claim of Right or Relief, as inherited from Rogatio Divinum Petitionis; and

(ii) Rogatio Originalis as the Superior Original Writ (of Right) , as inherited from Rogatio Divinum Originalis; and

(iii) Rogatio Apocalypsis as the Superior Writ of Right of Revelation, as inherited from Rogatio Divinum Apocalypsis; and

(iv) Rogatio Investigationis as the Superior Writ of Inquiry and Search, as inherited from Rogatio Divinum Investigationis; and

(v) Rogatio Capionis as the Superior Writ of Seizure and Return, as inherited from Rogatio Divinum Capionis; and

(vi) Rogatio Custodiae as the Superior Writ of Arrest and Custody, as inherited from Rogatio Divinum Custodiae; and

(vii) Rogatio Documentis as the Superior Writ of correcting Records of Proof, as inherited from Recto Divinum Documentis; and

(viii) Rogatio Expungo as the Superior Writ of expunging Records of Proof, as inherited from Rogatio Divinum Expungo; and

(ix) Rogatio Abrogationis as the Divine Writ of Annulment of Previous Laws and Instruments, as inherited from Rogatio Divinum Abrogationis; and

(x) Rogatio Interdico as the Superior Writ of Prohibition and Imposition, as inherited from Rogatio Divinum Interdico; and

(xi) Rogatio Restitutio as the Superior Writ of Compensation and Restoration, as inherited from Rogatio Divinum Restitutio.
