The procedures concerning the function of the office of Alim, the execution of duty, the inauguration into office, events relating to the vacancy of office and the death of current and previous office holders shall be defined by this Article of the Covenant and any amendments passed according to the rules of this Covenant and the Covenant of One Islam.

The primary mission of the Office of Minister is to exemplify and personify the highest virtues of good character, good conscience and good trust as leader of community spirit and dignified life. The main purposes of the Office of Minister are :

(i) Evangelize as true and competent witnesses to the message of forgiveness, redemption and the restoration of the Golden Rule of Law as expressed throughout the canonical scriptures of the twenty two collections known as Maxima Textibus Sacris; and

(ii) Restore integrity and trust to the prudent, transparent and diligent management of rights, trusts, property, estates and funds entrusted to be properly managed under the Golden Rule of Law, true Justice and fair Process; and

(iii) Educate others to become competent in the knowledge of the application of the Golden Rule of Law through the laws of Ucadia to deliver true Justice and fair Process to all; and

(iv) Counsel and assist members of the community in their matters in complete confidence and trust; and

(v) Personify the living law as the highest jurist in legal forums and places absent of competence, or honor or any valid form of law.

(vi) Officiate rituals associated with the dispensation of one or more of the thirty three sacred sacraments of Summa Sacramenta; and

(vii) Dispense the appropriate sacraments in solemnity, respect according to the liturgy and instruction associated with the Summa Sacramenta.
