Article 17 - Rule of Law and Justice

17.1
Rule of Law (link)

This be the First Law of Truth: There is, there was, there has only ever been One Law; All law is equal that no one is above it; All law is measured that all may learn and know it; All law is standard that it may always be applied the same.

A law be a rule given by divine instruction; This being the highest law. No lesser law may contradict it. A law be an edict, given by a great council of wise elders and agreed by all tribes; This being the second highest law. No lesser law may contradict it. A law be custom and ceremony over time. This being the third highest law.

A rule that is secret cannot be a law; A rule that is unclear in meaning cannot be a law. A rule that cannot be applied cannot be a law. A rule may be written by sign or symbol, But only when spoken at a place of law is it law. A law may be spoken, But only when it is comprehended and agreed is it justice. All people of the same community, Are subject to the same rule of law. All men and women of a community, Are bound to live by the rule of law of the community.

No one may be accused except by rule of law. No one may be punished except by rule of law. Where there is no justice, there is no law. Where there is no honor, there is no law. A man or woman who are not taught how to comprehend a law, Cannot be bound by it. Any law that is against such truth cannot be law.

17.2
Covenant as Embodiment of Rule of Law (link)

The present Covenant is the perfection and embodiment of the Rule of Law, the Golden Rule, the First Law and the One Law. Therefore any claim or act that is against the present Covenant cannot be law and is against the Rule of Law.

17.3
The Rule of Law and Society (link)

If there are different rules for one set of people of a particular society compared to another other set of people from the same society, then there is no Golden Rule, there is no Rule of Law and so any conveyance, ruling, statute, promulgation, trust, sentence is without any force or effect of law and is wholly immoral, unlawful and maintained only by force and fear.

If there is different application of rules for one group over another, then there is no Golden Rule and there is no Rule of Law and again any action done by such judges, magistrates, politicians and their business friends is without any legitimacy whatsoever. 

If there are any absurd and wholly false statutes and rules that render judges or magistrates or politicians immune from the law they administer, if there are rulings that render banks or industries immune from prosecution then by such actions, the politicians who issue such false statutes destroy the golden rule and extinguish any form of Rule of Law until they are arrested, run out of office, imprisoned and/or held to account.

17.4
Justice (link)

Justice is the constant application of the Rule of Law as the Golden Rule through good faith, clean hands and due process.

Good faith and good intention means the law is administered fairly and without prejudice or apprehended bias; and

Clean hands means one who hears and adjudicates a matter within a forum as a judge has no financial interest in the matter. For no man may serve “two masters” at the same time; and

Due Process is the adherence to standards of good conduct, full disclosure and proper procedure in the hearing and adjudication of a matter so that all parties may be confident in the steps, forms and proceedings.

17.5
Fundamental Rules of Justice (link)

These be the fundamental rules of Justice: All are accountable and answerable under the law; All are without blemish until proven culpable;  Where there is a law, there must be a cause;  Where there is a law, there must be a penalty;  Where there is a law, there must be a remedy.

An action in law cannot proceed without first a cause;  An action is not granted to one who is not injured;  The acts of valid law can do no injury (wrong);  Acts decided in law must reflect cause of action; No injury to law no reason (cause) for action by law.

An action through law cannot arise from a fraud; An action through law cannot arise in bad faith or prejudice; No one is bound to accuse himself; The acts does not make one culpable unless there be intent to do wrong; No one may suffer punishment for mere intent; No one is punished for the transgression of another; No one can derive an advantage in law from his own wrong.

What is invalid from the beginning does not become valid over time; No one is accused of the same exact cause twice; What is done out of necessity to defend ones own life and house is lawful and legal; No man be a judge over his own matter; No man be both judge and executioner; No penalty may exist without a law; Justice never contradicts the law.
