| 4 | A community, subject to its proper laws, may choose to adopt a man or woman to their community, providing they choose to live within the jurisdiction of the community. |
| 5 | No one who is a valid member of a community may be prejudiced on the basis of their skin color, length of ancestral connection to the land, race of origin or gender. |
